TOTO Washlet C5 review: the spec sheet, read closely
We have not sat on one. What we have is TOTO's spec sheet for the SW3084, which publishes more than most bidet seats do — including one number that contradicts itself.
By Sawyer V. · · How we research

The short answer
We earn a commission if you buy through the links on this page, at no extra cost to you. It does not change which products we pick or what we say about them — here is exactly how that works.
Quick picks
Tap any row for the full write-up. Prices are checked against Amazon rather than remembered — where we have no verified figure the button says so.
What we did, and did not, do
We have not tested this seat. Nobody on this site has sat on a C5, timed its dryer or measured its spray. What follows is TOTO’s own specification sheet for the SW3084, read line by line, with the gaps called out. That is the honest version of a review from a site that does not buy products, and it is more than most listings give you.
The published numbers
The figures TOTO states on the C5 spec sheet:
- Power: “AC 120 V 60 Hz”, with “Power Consumption 403W” and “Max Power Consumption 512W”.
- Cord: “3.93 ft (1.2 m)”.
- Spray volume: rear cleansing “0.07 – 0.11 gal/min”, rear soft cleansing the same, front cleansing “0.08 – 0.11 gal/min”.
- Water temperature: adjustable “95 – 104 ºF (35 – 40 ºC)”.
- Seat temperature: adjustable “82 – 97 ºF (28 – 36 ºC)”.
- Dryer: adjustable air temperature “95 – 140 ºF (35 – 60 ºC)”, airflow “8.83 ft3/min (0.25 m3/min)”.
- Water pressure: minimum “7.25 PSI (Dynamic)”, maximum “108.75 PSI (Static)”.
- Warranty: “One Year Limited Warranty”.
Each of those has a safety device listed beside it — a “Temperature Fuse” on the spray, the dryer and the seat — and the seat is certified to “ASME A112.4.2, ASME A112.18.1/CSA B125.1, UL 1431, CSA C52.2 #68” with “IAPMO(cUPC)” certification.
Where TOTO’s own sheet contradicts itself
On the same page, the feature list says the C5 has “Warm air drying with three variable temperature settings”, while the product specification paragraph below it says the seat “shall have warm air drying with five variable temperature settings”. Three or five: TOTO publishes both, in the same document.
It is a small thing, and it is exactly the kind of small thing worth knowing before you buy on a spec sheet. We have not resolved it, because resolving it would mean owning the seat.
Install: the outlet is the whole question
The C5 mounts on the existing seat bolt holes and includes a “Docking station for easy cleaning and installation”, so the seat lifts off the base for cleaning. No drilling, no plumber for the seat itself.
The catch is power, and it is a measurement, not an opinion: the cord is “3.93 ft”. If the nearest outlet is further than that from the back of the bowl, an extension cord in a bathroom is the wrong answer and a GFCI outlet installed by an electrician is the right one. TOTO also recommends “a surge protector to prevent damage in the event of a power surge”.
Two more lines from the install notes matter before you order: “WASHLET C5 may not fit certain toilet bowl designs”, and “For use with potable water only. Do not use with recycled water.” The install steps are covered here.
Running cost: what 403 W does and does not tell you
403 watts sounds alarming next to a 90 W towel rail, and it is not comparable. That figure is what the seat draws while it is heating water and air, not what it draws all day. A seat that heated at 403 W continuously would cost about $1.77 a day at 18.34 cents per kWh — and no bidet seat does that.
What TOTO does not publish is a standby figure or a duty cycle, and without one of those the daily cost cannot be calculated. We are not going to estimate it. The honest summary: the electricity is a small line, the seat is the expense. What bidets cost is covered here.
Who should buy it
- Buy it if you want warm water and a dryer, you have an outlet within about four feet of the bowl, and you want the version whose maker publishes the numbers.
- Buy the SE400 instead if the price gap matters more than on-demand heating, and you prefer side controls to a remote.
- Buy an attachment instead if there is no outlet at all: a non-electric attachment needs neither power nor a fitting. The attachments are ranked here.
If you rent
The C5 rates Ask first on our install rating. The seat itself is fully reversible — it comes off the bolt holes and the original seat goes back — but it needs a permanent outlet beside the toilet, and that is a landlord conversation in most rentals. The renter-safe bidets are ranked here.
Every pick in full
3 we would buy. Each carries its Renter-Safe Install Rating, the published specs behind it, and the honest gap in what we know.

1. The seat under review
WASHLET C5 Bidet Toilet Seat, Elongated
TOTO · SW3084 · best for a documented warm-water seat with a dryer
Warm water, heated seat, warm-air dryer and a wand that cleans itself — with every figure published.
The Washlet C5 (SW3084) is TOTO’s mid-range electric seat: a “Gentle Aerated, Warm Water, Dual Action Spray with oscillating and pulsating feature”, a heated seat, a warm air dryer, an “Automatic air deodorizer” and an “EWATER+®” cycle that auto-cleans the wand.
What sets it apart in this category is not a feature, it is the sheet: TOTO publishes the spray volumes, both temperature ranges, the airflow, the pressure window and the wattage. Most makers publish none of those.

- Standard outlet — “AC 120 V 60 Hz”, on a “3.93 ft (1.2 m)” cord

Why: The seat goes onto the existing bolt holes and comes off again. The catch is the outlet it needs beside the toilet, which is a landlord conversation in most rentals.

What’s wrong with it
The published cord is 3.93 ft, and TOTO warns it “may not fit certain toilet bowl designs”.
What we can’t tell you
TOTO publishes no standby wattage, so the C5's daily running cost cannot be calculated.

2. The alternative with a tank
Brondell Swash SE400 Bidet Toilet Seat
Brondell · Swash SE400 · best for anyone who wants warm water for less
A tank-heated warm-water seat with side-arm controls and a published 120 V supply.
The nearest alternative we cover is Brondell’s Swash SE400, which uses a “tank heating system” rather than heating on demand. A tank means warm water runs out and then refills; on-demand heating does not.
It publishes “120V / 60Hz” and a 4-foot cord, and it is controlled from an “intuitive side-arm control panel” rather than a remote. TOTO against Brondell is compared here.

- Power
- Standard outlet — Brondell publishes a 4-foot cord
- Reversible on move-out
- Fully
Why: The seat swaps onto the existing bolt holes, so it is fully reversible. The constraint is the published 4-foot cord: measure from the toilet to the nearest outlet before you buy, and never bridge the gap with an extension cord in a bathroom.
Read from published documentation, not from fitting one. Brondell, Swash SE400 bidet toilet seat. How the verdict is derived: renter-safe ratings explained.
What’s wrong with it
Side-arm controls mean reaching beside the seat, and tank-heated water is finite.
What we can’t tell you
Brondell publishes no wattage and no maximum user weight.

3. The thin alternative
Brondell Swash Thinline T22 Bidet Toilet Seat
Brondell · Swash Thinline T22 · best for a slim profile with a heated seat
A thinner seat with a heated seat and warm water, published for open-front commercial use too.
If the C5’s profile is the objection, the Swash Thinline T22 is the slimmer shape in our catalog, with a heated seat and a warm-water wash. The full seat ranking is here.

- Power
- Standard outlet — Brondell publishes a 3.9 ft cord
- Reversible on move-out
- Fully
Why: Reversible in the sense that matters — it bolts on where the old seat was and comes off the same way. The published 3.9-foot cord is the shortest on this site, so the outlet has to be genuinely close to the toilet.
Read from published documentation, not from fitting one. Brondell, Swash Thinline T22 bidet toilet seat. How the verdict is derived: renter-safe ratings explained.
What’s wrong with it
A slimmer body leaves less room for the hardware, and Brondell publishes less about it than TOTO does about the C5.
What we can’t tell you
No published spray volume or airflow figure, so it cannot be compared with the C5 on those.
Published specifications

3.93 ft (1.2 m), published by TOTO. If your outlet is further than that from the back of the bowl, you need an outlet fitted rather than an extension cord.
does the toto washlet c5 have a dryer
Yes, a warm air dryer with adjustable air temperature of 95 to 140 degrees F and airflow of 8.83 cubic feet per minute. TOTO's sheet states three variable temperature settings in its feature list and five in its product specification paragraph.
what water pressure does the toto washlet c5 need
