Freestanding vs wall-mounted toilet paper holders
One of these can be placed exactly where your hand goes. The other can be placed anywhere at all, which is not the same thing.

The short answer
We earn a commission if you buy through the links on this page, at no extra cost to you. It does not change which products we pick or what we say about them — here is exactly how that works.

Position is the whole argument
The ADA Standards publish where a dispenser belongs: “Toilet paper dispensers shall comply with 309.4 and shall be 7 inches (180 mm) minimum and 9 inches (230 mm) maximum in front of the water closet measured to the centerline of the dispenser. The outlet of the dispenser shall be 15 inches (380 mm) minimum and 48 inches (1220 mm) maximum above the finish floor”.
Those Standards are written for regulated public spaces rather than private homes, but they are the only published numbers anyone has, and they describe a reach that works for most people. A wall holder can be placed to hit them exactly. A floor stand goes wherever there is floor, which is usually further back and lower.
Worth noting on the stand: its published rod height of 14.88 in. sits just below the 15 in. minimum outlet height in that same clause. In a home that is not a compliance question, but if reaching down is already difficult, it is the measurement to check first. The other published placement heights are here.
Storage: the stand’s real advantage
Three rolls on one stand is three rolls not sitting on the tank or the floor. A wall holder holds one, and the spares need somewhere else to live — which in a small bathroom often means they never get put away at all. The over-the-toilet options are here.
Drilling, and what it costs you
The wall holder is two small holes. In drywall that is two anchors and ten minutes; in tile it is a tile bit, low speed, and the nerve to start the hole on a glazed surface. On move-out day it is two fillable holes and a landlord conversation. Drilled against adhesive is compared here.
The stand is zero holes, which is why it rates Safe and the holder rates Ask first. If your walls are tiled floor to ceiling, that difference is larger than it sounds.
The third option, briefly
There is a middle route: an adhesive holder, which needs no drill and still puts the roll on the wall where you want it. It is the right answer in a rental with a flat, smooth tile face at the correct height, and the wrong one across a grout line or on textured tile, where nothing sticks for long. The no-drill formats are ranked here.
Cleaning and stability
Anything standing on the floor beside a toilet is an object you have to move to clean behind, and an object that can be knocked. A wall holder has neither problem and a much smaller visual footprint. Against that, the wall holder cannot be moved once it is in, and a bathroom you are rearranging is a bathroom where that matters.
Which to buy
Wall-mounted if you own the place or can get permission, because position and cleaning both favor it, and a lifetime warranty on a metal fitting is the cheapest hardware decision in the room.
Freestanding if you rent, if the walls are tiled, if you move often, or if storing the spares is worth more to you than three inches of reach. The renter-friendly toilet upgrades are here.

1. The no-drill answer
Tower Toilet Paper Stand
Yamazaki Home · Tower Toilet Paper Stand - Steel · best for rentals, tiled walls and bathrooms with nowhere to fix
A steel floor stand holding three rolls, 20.5 in. tall on a 6.38 x 4.75 in. footprint.
Yamazaki’s Tower stand publishes what most freestanding holders do not: 6.38 in. wide by 4.75 in. deep by 20.5 in. tall, a rod height of 14.88 in., an inner opening of 1.4 in., and capacity for three rolls with a removable protective insert underneath.
Those numbers matter because the stand is doing two jobs at once — dispensing the roll in use and storing the spares that would otherwise sit on the tank. The other no-drill formats are covered here.

Why: It stands on the floor and attaches to nothing, so there is no install to reverse and nothing a landlord could object to. The objection is practical rather than contractual.

What’s wrong with it
It stands on the floor beside the toilet, which is the hardest part of the bathroom to clean around, and it can be knocked over.
What we can’t tell you
Yamazaki publishes no weight and no warranty term. Its own store listed the stand as sold out when we checked, though it is stocked elsewhere.

2. The one you can put in the right place
Devonshire Toilet Paper Holder
Kohler · K-10554 · best for owners, and anyone who can drill two small holes
A brass and zinc holder, 10 in. wide with a 3-11/16 in. projection, under Kohler's faucet lifetime limited warranty.
Kohler’s Devonshire holder is 10 in. wide and stands 3-11/16 in. off the wall on 2-3/8 in. escutcheons, in “Premium metal construction” — brass and zinc rather than plated plastic — with an “Installation template and tools included” and the “KOHLER® Faucet Lifetime Limited Warranty” printed on the sheet.
The template is the part people underrate. Position is the entire argument for a wall holder, and the template is what stops you drilling it 3 in. too far back.

Questions people actually ask
where should a toilet paper holder go
The ADA Standards put the dispenser 7 to 9 inches in front of the water closet, measured to its centerline, with the outlet 15 to 48 inches above the floor. A wall holder can be placed to those numbers; a floor stand lands wherever the floor allows.
are freestanding toilet paper holders a good idea
In a rental or a fully tiled bathroom, yes — no fixings, and the Yamazaki stand holds three rolls at once. The trade is a floor object to clean around and a lower reach.
can you put a toilet roll holder on tile without drilling
Yes, with an adhesive or freestanding holder. Adhesive needs a flat, smooth, non-porous surface and will not hold across a grout line.
how far should a toilet paper holder stick out from the wall
Kohler publishes 3-11/16 in. of projection on the Devonshire holder. The relevant check is that a full roll clears any adjacent wall, vanity or door swing.
