How each one dries a towel
A towel dries from the surface. Spread over a bar, most of it is open to the air. Gathered in a ring, the folds stay damp longer. That is why a ring suits a hand towel that gets used and changed often, and a bar suits a bath towel that has to dry between showers.

The ring needs a quarter of the width. In a small bathroom, that is often the deciding factor.
Mounting
The bar needs two brackets fixed in a straight line; the ring needs one mounting point. Delta supplies a template and hardware with both, and advises plastic or lead anchors in tile and toggle bolts in drywall where there is no wood blocking. Fewer holes is one more point in the ring’s favor if you ever move it.

A 9 in. hand-towel bar on 3M water-resistant strips, the renter's alternative to a ring by the sink.
The Command Bath hand towel bar does a ring’s job without a drill: a 9 in. bar on strips 3M rates at 3 lb (medium) and 5 lb (large).
3M’s instruction is to press for 30 seconds and “wait 1 hour before use”; to remove it, slide the bar off and pull the tab straight down.
